They can't have a webclient because they don't have FTP access + I doubt any free service will grant enough bandwidth or space to run a webclient. Even for just 10 users.

I can have one running in 40 mins, there are plenty of free hosting sites, and a webclient doesnt need alot of bandwith at all.
